Mission | History | Board of Directors Our History In 2007, EPA officials contacted Dr. John R. Sheaffer and Dr. Prakasam Tata to discuss the formation of a Center of Excellence in Division 5. The purpose of this organization, as it was originally conceived, was to bring together experts in interrelated disciplines to review and endorse new technologies and innovations that better meet the mandates of The Clean Water Act and the criteria of sustainability. These innovations, it was emphasized, would then be introduced to the marketplace with both the blessings of both this newly formed body of experts and the EPA, and thus lead to the phasing out of industrial processes which are known to have negative impacts on the environment. As the title suggests, the Center pursues technologies and process innovations pertaining to municipal wastewater reclamation and reuse as opposed to primary and secondary wastewater treatment facilities and innovations pertaining to the transformation of dump sites into community assets.
